This new law represents his education reform plan and contains
the most sweeping changes to the Elementary and Secondary Education
Act (ESEA) since it was enacted in 1965.

Parent's Guide to No Child Left Behind
The law covers all states, school districts, and schools that
accept Title 1 federal grants. Title 1 grants provide funding
for remedial education programs for poor and disadvantaged children
in public schools, and in some private programs.
Propaganda Critic
Propagandists love short-cuts -- particularly those which short-circuit
rational thought. They encourage this by agitating emotions,
by exploiting insecurities, by capitalizing on the ambiguity
of language, and by bending the rules of logic. As history shows,
they can be quite successful.
Robert's Rules of
Order
Revised for Deliberative Assemblies. In 1876 General Henry M.
Robert set out to bring the rules of the American Congress to
members of ordinary societies with the publication of Pocket
Manual of Rules of Order. It sold half a million copies before
this revision of 1915 and made Robert's name synonymous with
the orderly rule of reason in deliberative societies.
